The General Office of the State Council entrusted seven units including the State Administration College to conduct a third-party assessment of the implementation of the major policies and measures for the steady growth, reform, restructuring, and benefit of the people's livelihood from July to August 2015. Among them, Peking University National Development Research Institute is responsible for assessing the implementation of relevant policies and measures related to “financial support for the real economy”. The center is responsible for the electronicization of questionnaires, system development and telephone interviews. 2,303 samples were taken and 534 samples were actually completed.
